Accordingly, we deny a cer- tificate of appealability and dismiss the appeal on the reasoning of the district court. See Jennings v. Parole Bd. of Virginia, No. CA-98-742-AM (E.D. Va. Apr. 29 & Aug. 10, 1999). We dispense with oral argument because the facts and legal contentions are adequate- ly presented in the materials before the court and argument would not aid the decisional process. DISMISSED 2
