Hopkins appeals the district court’s order denying relief on his petition filed under 28 U.S.C.A. § 2254 (West 1994 & Supp. 2001) and denying his motion for reconsideration. We have reviewed the record and the district court’s orders and find no re- versible error. Accordingly, we deny a certificate of appealabil- ity and dismiss the appeal on the reasoning of the district court. United States v. Hopkins, Nos. CR-95-73; CA-99-366-3 (E.D. Va. June 13, 2000 & May 11, 2001). We dispense with oral argument because the facts and legal contentions are adequately presented in the ma- terials before the court and argument would not aid the decisional process. DISMISSED 2
