PER CURIAM: Gary Kevin Mattis appeals the district court’s orders dismissing his civil action for lack of jurisdiction and denying his motion for reconsideration. We have reviewed the record and find no reversible error. Accordingly, we affirm for the reasons stated by the district court. See Mattis v. United States Dep’t of Justice, No. CA-03-10-3 (N.D.W. Va. Oct. 9, 2003; Apr. 9, 2004).
