I concur in the result of the majority opinion, but am not in accord with what is said with respect to the governor's veto of § 2 1/2 of the act. My view upon that phase of the matter is set forth in the dissenting opinion in Cascade Telephone Co. v. TaxCommission, 176 Wash. 616, 30 P.2d 976. I still adhere to that view.
