Mark Anthony SMITH, Plaintiff-Appellant,
v.
PRINCE WILLIAM COUNTY POLICE DEPARTMENT, Defendant-Appellee.

No. 89-7642.

United States Court of Appeals, Fourth Circuit.

Submitted July 31, 1989.
Decided Sept. 15, 1989.

Mark Anthony Smith, appellant pro se.

Before K.K. HALL, PHILLIPS, and WILKINS, Circuit Judges.

PER CURIAM:

1

Mark Anthony Smith appeals from the district court's order denying relief under 42 U.S.C. Sec. 1983. Our review of the record and the district court's opinion discloses that this appeal is without merit. Accordingly, we affirm on the reasoning of the district court. Smith v. Prince William County Police Department, C/A No. 89-126-AM (E.D.Va. May 1, 1989). We dispense with oral argument because the facts and legal contentions are adequately presented in the materials before the Court and argument would not aid the decisional process.
