Bruce Lamontz McNEIL, Plaintiff-Appellant,
v.
Howard TWIGGS, Defendant-Appellee.

No. 89-7208.

United States Court of Appeals, Fourth Circuit.

Submitted: Jan. 10, 1990.
Decided: Feb. 27, 1990.

Appeal from the United States District Court for the Eastern District of North Carolina, at Raleigh. Terrence W. Boyle, District Judge. (C/A No. 89-723-CRT-BO)

Bruce Lamontz McNeil, appellant pro se.

E.D.N.C.

AFFIRMED.

Before K.K. HALL and PHILLIPS, Circuit Judges, and BUTZNER, Senior Circuit Judge.

PER CURIAM:

1

Bruce Lamontz McNeil appeals from the district court's order denying relief under 42 U.S.C. Sec. 1983. Our review of the record and the district court's opinion discloses that this appeal is without merit. Accordingly, we affirm on the reasoning of the district court. McNeil v. Twiggs, C/A No. 89-723-CRT-BO (E.D.N.C. Sept. 26, 1989). We dispense with oral argument because the facts and legal contentions are adequately presented in the materials before the Court and argument would not aid the decisional process.
