James Steven HARRIS, Plaintiff-Appellant,
v.
Bishop L. ROBINSON, D.O.C., Paul J. Davis, M.P.C.,
Defendants-Appellees.
No. 90-6341.
United States Court of Appeals, Fourth Circuit.
Submitted Aug. 27, 1990.
Decided Sept. 19, 1990.
Appeal from the United States District Court for the District of Maryland, at Baltimore. Walter E. Black, Jr., District Judge. (C/A No. 90-1190-B)
James Steven Harris, appellant pro se.
D.Md.
AFFIRMED.
Before SPROUSE and WILKINS, Circuit Judges, and BUTZNER, Senior Circuit Judge.
PER CURIAM:
James Steven Harris appeals from the district court's order dismissing his complaint, without prejudice, for failing to state a cognizable claim. Our review of the record and the district court's opinion discloses that this appeal is without merit. Accordingly, we affirm on the reasoning of the district court. Harris v. Robinson, CA-90-1190-B (D.Md. May 1, 1990). We dispense with oral argument because the facts and legal contentions are adequately presented in the materials before the Court and argument would not aid the decisional process.
AFFIRMED.
