The initial decision of the Merit Systems Protection Board (Board), dated September 25, 1989, which became final on February 23, 1990, Docket No. SE08318910617, affirming the reconsideration decision of the Office of Personnel Management (OPM), which denied the petitioner a deferred civil service retirement annuity because the petitioner had not demonstrated that he had the five years of credible civil service for such an annuity, is affirmed on the basis of the opinion of the Administrative Judge of the Board.
