This is an appeal from the dismissal of a complaint filed under 28 U.S.C. Sec. 1983. After reviewing the record, we conclude the trial court committed no reversible error, and on the basis of the reasoning set forth in its Order of September 12, 1990, the judgment of the district court is AFFIRMED. The mandate shall issue forthwith.
