Mr. Chief Justice Bell:I dissent. Economic, financial and employment conditions in July, 1963, are very different from those which existed on October 17, 1961. This case should be decided on the record of over 275 pages in length. Under these facts and circumstances and on the basis of the record, it is clear that the Order of the lower Court should be affirmed.
