James BAINES, IV, Plaintiff--Appellant,
v.
VIRGINIA PAROLE BOARD; George Allen, Governor, Defendants--Appellees.

No. 95-6609.

United States Court of Appeals, Fourth Circuit.

Aug. 17, 1995.

James Baines, IV, appellant pro se.

Mary Elizabeth Shea, Office of the Attorney General of Virginia, Richmond, VA, for appellees.

Before ERVIN, Chief Judge, MOTZ, Circuit Judge, and PHILLIPS, Senior Circuit Judge.

PER CURIAM:

1

Appellant appeals from the district court's order denying relief on his 42 U.S.C. Sec. 1983 (1988) complaint. We have reviewed the record and the district court's opinion and find no reversible error. Accordingly, we affirm on the reasoning of the district court.* Baines v. Virginia Parole Bd., No. CA-94-1452-AM (E.D.Va. Apr. 13, 1995). We dispense with oral argument because the facts and legal contentions are adequately presented in the materials before the court and argument would not aid the decisional process.

2

AFFIRMED.

We also deny Appellant's motion for appointment of counsel
