This case was heard on the record from the Federal Communications Commission and on the briefs and arguments of counsel. The court has accorded the arguments full consideration and has determined that the issues presented occasion no need for a published opinion. See D.C.Cir. Rule 36(b). Accordingly, it is

ORDERED that the decision of the Commission be affirmed. The Commission's decision to reject the appellant's application rests ultimately upon its finding that the interference studies submitted by the appellant were deficient in several respects. Insofar as the appellant failed to raise its specific objections to that finding in a second petition for reconsideration, the objections are not properly before the court.

The clerk is directed to withhold issuance of the mandate herein until seven days after disposition of any timely petition for rehearing. See D.C.Cir. Rule 41(a)(1).
