(concurring specially) .
I concur in the opinion prepared by Mr. Justice THOMAS for the very cogent reasons therein stated. . In addition it- is my view that the conclusion reached by the majority is strongly supported if not directly controlled, by the opinion of this court in Advisory Opinion to Governor, 152 Fla. 686, 12 So.2d 876.
