I am in complete agreement with the foregoing opinion authored by Judge JOHNSON; however, I deem it worthy of note, so that the holding may not be otherwise construed, that the constitutionality of those portions of the Charter of the Consolidated City of Jacksonville mentioned in the opinion have not been placed in issue in this proceeding and for that reason the constitutionality is not discussed in the opinion.
