concurring.

While I agree with the legal analysis, conclusions and the final disposition of this matter, I write separately to voice my concerns as to the inequities of the law in a situation such as exists in this case. The mother of this child is totally uncooperative with authorities forcing the dismissal without prejudice of the case. Thus, the defendant, who denies paternity and has cooperated fully, has no recourse in law to have the matter adjudicated and finalized.
