I respectfully disagree that defendant, Donald Tilley, is entitled to post-conviction counsel under the circumstances of this case, and dissent for the reasons I assigned in State ex rel. Neal v. Cain, 02-KP-2258 (La.10/3/03), 871 So.2d 1071.
