I join in the opinion authored by Mr. Justice Gappy because, in its well-reasoned and comprehensive review of a very difficult area of the law, it reaches a conclusion in which I am in full accord. Section 16(b) of Article 5 of the Constitution of Pennsylvania does not provide for the forfeiture of judicial pensions under any circumstances. I believe that the legislature filled in the blanks with a later statute which we will consider on another day, in an other context.
