Judge BELSON:I concur in the result reached in section II, and otherwise join in the opinion. With respect to section II, I think it is enough to say that the outcome is controlled by United States v. Richardson, 468 U.S. 317, 104 S.Ct. 3081, 82 L.Ed.2d 242 (1984).
