We have reviewed the record and the district court's opinion and find no reversible error. Accordingly, we deny a certificate of appealability and dismiss on the reasoning of the district court. United States v. Crowder, Nos. CR-92-86; CA- 96-44-3-P (W.D.N.C. Mar. 12 & 25, 1996). Additionally, we deny Ap- pellant's motions for bail, appointment of counsel, and an expe- dited appeal. We dispense with oral argument because the facts and legal contentions are adequately presented in the materials before the court and argument would not aid the decisional process. DISMISSED 2
