We have reviewed the record and the transcript of the district court's decision and find no reversible error. Accord- ingly, we affirm on the reasoning of the district court. Coleman v. Harrison, No. CA-93-2571-6-20AK (D.S.C. July 17, 1996). We dispense with oral argument because the facts and legal contentions are adequately presented in the materials before the court and argument would not aid the decisional process. AFFIRMED 3
