PER CURIAM: Appellant appeals the district court's order dismissing with- out prejudice his 28 U.S.C. § 2241 (1994) petition. We have re- viewed the record and the district court's opinion and find no reversible error. Accordingly, we affirm on the reasoning of the district court. Griffin v. United States, No. CA-96-650 (E.D. Va. Oct. 7, 1996). We deny Appellant's motions for a certificate of probable cause, appointment of counsel, and release on bond pending appeal. We dispense with oral argument because the facts and legal contentions are adequately presented in the materials before the court and argument would not aid the decisional process. AFFIRMED 2
