See Local Rule 36(c). 2 PER CURIAM: Appellant appeals the district court's order (1) denying his motion for reconsideration of a prior order denying his motion for appointment of counsel and (2) denying his motion for recusal. Our review of the record and the district court's opinion discloses no reversible error. Accordingly, we affirm on the reasoning of the district court. Watkis v. Stone, No. CA-95-91-A (E.D. Va. Oct. 7, 1996). We dispense with oral argument because the facts and legal contentions are adequately presented in the materials before the court and argument would not aid the decisional process. AFFIRMED 3
