PER CURIAM: William Holly appeals the district court's order denying re- lief on his 28 U.S.C. § 2241 (1994) petition and his corresponding motion for reconsideration. We have reviewed the record and the district court's opinion accepting the recommendation of the magis- trate judge and find no reversible error. Accordingly, we affirm on the reasoning of the district court. Holly v. Lamer, No. CA-95-70-5 (N.D.W. Va. Sept. 30, 1996; Oct. 16, 1996). We dispense with oral argument because the facts and legal contentions are adequately presented in the materials before the court and argument would not aid the decisional process. AFFIRMED 2
