P. 60(b), motion for relief from judgment. We have reviewed the record and the district court's opinions and find no reversible error. Accordingly, we affirm on the reasoning of the district court. See Slappy v. State of South Carolina Justice Comm., No. CA- 94-109-2BD (D.S.C. June 12, 1997). We dispense with oral argument because the facts and legal contentions are adequately presented in the materials before the court and argument would not aid the deci- sional process. AFFIRMED 2
