PER CURIAM: James Bernard Lowery appeals the district court’s order deny- ing relief on his 28 U.S.C. § 2241 (1994) petition. We have re- viewed the record and the district court’s opinion and find no reversible error. Accordingly, we affirm on the reasoning of the district court. See United States v. Lowery, Nos. CR-93-37-P; CA- 99-73-P (W.D.N.C. Mar. 5, 1999). We dispense with oral argument because the facts and legal contentions are adequately presented in the materials before the court and argument would not aid the decisional process. AFFIRMED 2
