PER CURIAM: William Robert Runnells, Jr., seeks to appeal the district court’s order denying relief on his motion filed under 28 U.S.C.A. § 2255 (West Supp. 1999). We have reviewed the record and the dis- trict court’s opinion and find no reversible error. Accordingly, we deny leave to proceed in forma pauperis, deny a certificate of appealability, and dismiss the appeals on the reasoning of the district court. See United States v. Runnells, Nos. CR-88-36, CR- 88-53, CA-96-1154-2 (E.D. Va. Dec. 31, 1998). We dispense with oral argument because the facts and legal contentions are adequate- ly presented in the materials before the court and argument would not aid the decisional process. DISMISSED 2
