13, 2004 judgment of the Court of Appeals was held in abeyance pending the decision in
County Rd Ass’n of Michigan v Governor (Docket No. 125665). On order of the Court,
the opinion having been issued on November 8, 2005, 474 Mich 11 (2005), the
application for leave to appeal is again considered, and it is DENIED, because we are not
persuaded that the questions presented should be reviewed by this Court.
