I concur in the foregoing opinion on the ground that Ex parteBraun, 141 Cal. 204, has definitely settled the question that a license imposed by a city or town for revenue is a municipal affair, within the meaning of section 6 of article XI of the constitution, and therefore not subject to or controlled by general laws.
