            Your question has two fsaturer,  nemlp: whether

for any purpose deemed by the Government or the

                In Opinion No. O-1000 this departmnt held that,
legialativs     authority laoklng,a oity and oounty 0oul.d not
legally    enter into a partnership agreement to purohase a
motor grader ior road and street repair work.
