Accordingly, we deny a certif- icate of appealability and dismiss the appeal on the reasoning of the district court. See United States v. Sampson, Nos. CR-95-31-3; CA-99-127-3 (W.D.N.C. filed July 25, 2001; entered July 27, 2001). We dispense with oral argument because the facts and legal conten- tions are adequately presented in the materials before the court and argument would not aid the decisional process. DISMISSED 2
