The State Department has released responsive records and has moved for summary judgment under Rule 56 of the Federal Rules of Civil Procedure. See Def.’s Mot. Summ. J. [Dkt. # 19]. Plaintiff has filed a motion for the Court to take judicial notice of “a stipulated fact” that is not clearly defined. See Pet’r Requesting Court to Take Judicial Notice [Dl
