hi agree with the majority in its affirmation of the award of compensation. However, I find that the workers’ compensation judge was manifestly erroneous in its award of penalties and attorney fees. Instead, my review of the evidence indicates that the employer reasonably controverted the claim. Accordingly, I would reverse the underlying award of penalties and attorney fees.
