Judge, concurs in part and dissents in part and assigns written reasons.

|J concur in that the worker’s compensation judge did not commit manifest error in finding the claimant met her burden of proof that she was injured by an accident on the job.

I dissent with regard to the majority’s findings regarding penalties and attorney fees. I would reverse the trial court.
