specially concurring. We concur in the conclusions reached by the court, as in our opinion the legislation in question related to a function of the city government which is not purely local in its nature, but which has relation to the public generally; and the conclusion reached by the court is correct, whether or not in every instance the legislature can control the municipality in all matters relating to governmental functions.
